Abstract: Collected from a variety of sources both commercial and internal, this layer represents shopping center locations

within Volusia County and is maintained by GIS for the Department of Economic Development.  An additional filter was

employed to try and collect only those with significant surface parking area for potential use during emergency operations.

Location points are determined based on previously existing address information, by utilizing the parcel layer centroid for

parcels exhibiting Department of Revenue Codes 15 & 16, or by visual inspection using 2015 & 2018 Pictometry aerial

photography to determine the best placement of the actual point. 

Update Frequency: As needed, annual review last update 2/4/21.

Notes concerning this dataset and County workflow processes. This dataset was modified in September 2008 as a result of the participation of the County in regional data sharing initiatives. The first of these initiatives was between the County, LYNX, and the counties of Seminole, Orange, Osceola and Lake to modify the field structure in accordance with the USGS and Department of Homeland Security Homeland Security Infrastructure Program (HSIP) standards. These guidelines caused us to make some field name changes, width changes, and to add several fields to the end of the dataset. Those fields affected are highlighted in yellow above. This dataset will, in accordance with agreements in place between the local counties and LYNX, be updated and quality assured annually for accuracy and placed on our website for download prior to the start of hurricane season. To ensure consistency, the field containing the unique identifier will be carefully maintained to ensure it is unique and not re-used. The process then is that a new feature/structure receives the next available source dataset ID value and that if a feature/structure is removed that ID value is retired. New features added will have all appropriate fields updated in accordance with the requirements of the HSIP standard.

The second data sharing initiative this file will support is with Florida Department of Emergency Management (FDEM) in support of HAZUS-MH, an emergency management modeling package currently distributed and supported through FEMA. This dataset will be uploaded annually to the Florida Comprehensive Data Management System Web Portal maintained by FDEM.
